Although they don't explain how Troy knew about the drug smuggling, I take it that Luke didn't tell him because Troy makes a comment about how Luke shouldn't be so upset about the car being stolen. Luke does say that Logan knew about the drug deal but that niether he nor Troy were involved.
We never find out exactly who put the cars tracking device on the dog, either.
